Abstract: The year 2021 marked the beginning of the 13th Party Congress’s term and was the year when Vietnam encountered great difficulties and challenges. However, recent socio-economic achievements reinforce the belief and expectation that our country will achieve the goals set by the Party for 2022. In all stages and circumstances of the revolution, the Party leadership has always been the decisive factor for victories. Therefore, the Party must further promote the construction, adjustment and renewal of contents and methods, strengthen the leadership and governance capacity to successfully implement both the current and long-term goals and vision.

Abstract: Since its inception, communication work has always held a particularly important position and role in the Party's activities, bearing the mission of construction and protection of the Party. In each revolutionary period, the contingent of cadres engaged in communication have played important roles, contributing to historically significant and meaningful achievements in the construction and defense of the Fatherland especially in the present context when our country is facing numerous difficulties and challenges, including the threat posed by the “peaceful evolution” schemes of reactionary and hostile forces both domestically and internationally. This situation requires our communication staff to elevate their professional competence and expertise to meet the demands of their tasks under new circumstances.

Building an increasingly strong intellectual workforce to meet the demands of national development in the new situation
Abstract: The intellectual workforce plays a particularly important role in policy-making processes; research, innovation, and application of science and technology as well as in the training and enhancement of the quality of human resources, preservation and development of culture and artistic creativity. Intellectuals are the workforce with the highest intellect, capacity, qualities, and creative thinking among the labor force. Recognizing the importance of this workforce, the Central Party Committee of the 10th term issued Resolution No. 27-NQ/TW dated August 6, 2008, on "Building an intellectual workforce during the period of national industrialization and modernization". After 15 years of implementing Resolution 27, Vietnam’s intellectual workforce has grown stronger and made practical and effective contributions to the cause of building and defending the homeland during the period of national industrialization and modernization. The new context poses new requirements, challenges, and demands specific solutions to continue building and developing an increasingly strong intellectual workforce to effectively fulfill its mission in the new situation.

Abstract: The intimate connection between the Party and the people is a rule governing the Party's existence, development, and operations. It is the source of the Party's internal strength and guarantees the Party's sole leadership role in Vietnam. Also, it is one of the five principles of organization and operation of the Party. Recognizing the importance of this principle, hostile forces always seek ways to distort the principles, exaggerate, ridicule, undermine the Party, aiming to divide the Party from the people. They provoke, separate the people from the Party's leadership, making the people distant from the Party, lose trust, and even oppose the Party. It is necessary to identify the wrong tactics of hostile forces regarding the Party principle intimately linked with the people, thereby employing countermeasures, resolutely maintaining the principles, ensuring the boundless, invincible strength of the Party.

Abstract: Vietnamese culture has been playing a crucial role in building and enhancing the country's position and strength on the international stage. It affirms and positions the distinctive cultural values of the nation at each stage of development. The increasingly powerful spread and influence of Vietnamese culture within the nation and internationally contribute to highlighting the Vietnamese people's status, the national values of Vietnam, and the spirit of patriotism harmonized in the flow of solidarity and international peace, "integration without assimilation." However, alongside opportunities and favorable conditions, there are numerous challenges and difficulties which become obstacles to the development of the country, its people, and its culture. Therefore, it is necessary to understand and study the issues facing Vietnamese culture in the context of international integration to identify directions for development that meet both the intrinsic needs and the urgent demands of the Party, the State, and the people in the current period.
