Practicing democracy at grassroots units in the spirit of the 13th Party Congress’s Resolution
Abstract: Our Party has always defined democracy as the objective and motivation for the country’s growth during the process of leading the revolution. Democracy at grassroots units, in particular, is a necessary condition for people to advance their mastery in all aspects of social life. The 13th Party Congress’s Resolution emphasized the motto: “People know, people discuss, people execute, people supervise, people benefit”. It shows that our Party is always innovative in thoughts and actions in order to be more responsive to the country’s specific situation.

Abstract: In the field of policy analysis, choosing the optimal policy is a key activity. Policymakers are always under pressure to choose reasonable solutions to existing social problems. Currently, there are many approaches to this activity, among which cost-benefit analysis is one of the prominent ones. Cost benefit analysis uses economic arguments to explain why one policy option is better than another. The article contributes to clarifying the contents related to the characteristics, roles, processes, advantages and disadvantages of this method in the field of policy analysis.

These important contents were affirmed in the Party’s first political credo in 1930, the Credo for building the country during the transition to socialism in 1991 and its supplemented and developed version in 2011, Document of the Party Congress. They are also institutionalized by the Constitution and laws and seriously implemented in practice.
