Primary role and central position of the people in national development strategies based on the 13th Party Congress
Abstract: Thanks to gathering and organizing a large number of people at home and abroad as well as being fully trusted by the people who were ready to sacrifice to protect the Party and realize the Party's ideals, the Communist Party of Vietnam successfully led the national-democratic revolution, regained, defended, and firmly consolidated the national independence, reunited the nation and built the people's democracy. A new and key point in the Documents of the 13th Party Congress is to consistently maintain the perspective of “people as the roots”, which means they play a fundamental role. People are simultaneously in the “central position” that has widespread impact on all different fields, forces and organizations. The documents affirm, deepen and concretize the concept of “people as the nation’s masters” along with several new rights, identifying the people’s role as “primary subjects”. Accordingly, people exercising their rights as national masters is an important condition for them to maintain and promote their role as primary subjects in the revolution.

Abstract: Since its inception, communication work has always held a particularly important position and role in the Party's activities, bearing the mission of construction and protection of the Party. In each revolutionary period, the contingent of cadres engaged in communication have played important roles, contributing to historically significant and meaningful achievements in the construction and defense of the Fatherland especially in the present context when our country is facing numerous difficulties and challenges, including the threat posed by the “peaceful evolution” schemes of reactionary and hostile forces both domestically and internationally. This situation requires our communication staff to elevate their professional competence and expertise to meet the demands of their tasks under new circumstances.

Building an increasingly strong intellectual workforce to meet the demands of national development in the new situation
Abstract: The intellectual workforce plays a particularly important role in policy-making processes; research, innovation, and application of science and technology as well as in the training and enhancement of the quality of human resources, preservation and development of culture and artistic creativity. Intellectuals are the workforce with the highest intellect, capacity, qualities, and creative thinking among the labor force. Recognizing the importance of this workforce, the Central Party Committee of the 10th term issued Resolution No. 27-NQ/TW dated August 6, 2008, on "Building an intellectual workforce during the period of national industrialization and modernization". After 15 years of implementing Resolution 27, Vietnam’s intellectual workforce has grown stronger and made practical and effective contributions to the cause of building and defending the homeland during the period of national industrialization and modernization. The new context poses new requirements, challenges, and demands specific solutions to continue building and developing an increasingly strong intellectual workforce to effectively fulfill its mission in the new situation.

Abstract: The intimate connection between the Party and the people is a rule governing the Party's existence, development, and operations. It is the source of the Party's internal strength and guarantees the Party's sole leadership role in Vietnam. Also, it is one of the five principles of organization and operation of the Party. Recognizing the importance of this principle, hostile forces always seek ways to distort the principles, exaggerate, ridicule, undermine the Party, aiming to divide the Party from the people. They provoke, separate the people from the Party's leadership, making the people distant from the Party, lose trust, and even oppose the Party. It is necessary to identify the wrong tactics of hostile forces regarding the Party principle intimately linked with the people, thereby employing countermeasures, resolutely maintaining the principles, ensuring the boundless, invincible strength of the Party.
