Abstract: Unlike many political parties in the world, the Communist Party of Vietnam was established not to represent the rights and interests of some groups in society, but to represent the entire nation. Therefore, it has always kept a close relationship with the people. This is the inner strength and the source for all successes of the Party. However, in recent times, hostile forces and political opportunists domestically and abroad have made every attempt to find ways to split this strong relationship. Identifying and fighting these conspiracies and tricks contributes to strengthening the people's trust in the Party, enhancing the Party's strength to continue successfully leading the development of a prosperous and happy country.

Abstract: For nearly a century, Vietnam’s revolutionary press has accompanied the nation’s struggles for independence, freedom, renovation, and development. In the present stage when the entire nation is rising to enter a new era, the digital era, the era of deep integration and sustainable development, the press faces new, historically significant demands. Journalism must now develop “breakthroughs,” advance “straight into modernity,” and become a driving force for social progress, shaping the future, leading social change, and spreading the values of truth, goodness, and beauty. It must help build social consensus and promote a more humane and progressive society. To fulfill this mission, journalists themselves are the key factor. Press agencies and training institutions need to design and implement strategies to develop a generation of journalists who embody high quality, creativity, and humanity.

Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Abstract: At present, hostile forces are aggressively implementing the strategy of "peaceful evolution" with increasing intensity and urgency. Democracy and human rights are being used as pretexts to incite disorder, disrupt stability, and undermine political and social security, while also attempting to divide national unity. Their ultimate goal is to destabilize the political system, weaken, and eventually overthrow the leadership of the Communist Party, thereby eliminating the socialist regime in Vietnam.
