Vietnam Economy in 2018: Achievements and Outlook for 2019

In 2018, Vietnam's economy has seen important achievements such as a stable macroeconomy and big economic balances. According to the Government, the three strategic tasks have been fundamentally achieved and the restructuring of the economy has undergone a remarkable transformation. Although the quality of economic growth has been improved, the scale of the economy has been enlarged and the physical and spiritual life of the people has been enhanced, there still exists big shortcomings. In 2019, Vietnam will face more challenges and difficulties despite the achievements in 2018. This article analyzes the achievements and shortcomings in 2018 and proposes some recommendations for 2019.

Current situation and solutions for digital transformation in journalism and communication training institutions in Vietnam

Abstract: It can be affirmed that digital transformation is an inevitable trend in higher education. It not only helps optimize management, reform teaching processes and methods, and enhance the digital competencies of both instructors and learners, but also responds to the evolving needs of students and society. For journalism and communication training institutions in particular, promoting digital transformation must be intensified both in breadth and depth. This article discusses the current state and proposes solutions for digital transformation at journalism and communication higher education institutions in Vietnam, thereby providing an overview of the digital transformation landscape in this field.

Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Abstract: At present, hostile forces are aggressively implementing the strategy of "peaceful evolution" with increasing intensity and urgency. Democracy and human rights are being used as pretexts to incite disorder, disrupt stability, and undermine political and social security, while also attempting to divide national unity.
