Cost-benefit analysis in determining the optimal policy option

Abstract: In the field of policy analysis, choosing the optimal policy is a key activity. Policymakers are always under pressure to choose reasonable solutions to existing social problems. Currently, there are many approaches to this activity, among which cost-benefit analysis is one of the prominent ones. Cost benefit analysis uses economic arguments to explain why one policy option is better than another. The article contributes to clarifying the contents related to the characteristics, roles, processes, advantages and disadvantages of this method in the field of policy analysis.

Some requirements for content creation in response to the trend of public co-creation of brands on social media platforms

Abstract: With the rapid development of science and technology today, the public is no longer merely a passive recipient of information; they have become co-creators of brands on social media platforms. With the outstanding features of social media (such as broad accessibility, direct and continuous interaction, and opportunities for diverse and rich content production) the public has been empowered to influence brands through these platforms, enabling them to actively participate as content creators in their relationship with brands. This article analyzes the role of the public in the process of co-creating brands on digital platforms, based on factors such as social commerce information sharing, social support, and relationship quality enhancement. It also suggests several requirements for content creation on digital platforms to effectively respond to the trend of public co-creation of brand content.

Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Abstract: At present, hostile forces are aggressively implementing the strategy of "peaceful evolution" with increasing intensity and urgency.
