Developing “our Party to represent morality and civilization” in line with Ho Chi Minh’s thought in the new context

 On the 30th anniversary of the Party, Ho Chi Minh stated that “Our Party represents morality and civilization”. In the new context of Vietnam’s revolution, the Communist Party of Vietnam continues to develop “our Party to represent morality and civilization” in line with his thought. This article analyzed Ho Chi Minh’s thought of “our Party represents morality and civilization” so as to clarify the challenges for Party development in the current context and proposed the solutions to develop the Party to truly represent morality and civilization and to be equivalent to the tasks in the new context.

Role of higher education institutions in national innovation – international experiences and policy implications for Vietnam

Abstract: This article analyzes the pivotal role of higher education institutions within the national innovation ecosystem. Modern universities are no longer confined to traditional teaching roles, but also serve as nuclei for knowledge creation, technology transfer, and the promotion of entrepreneurship and innovation. In the context of the Fourth Industrial Revolution, particularly with the rise of artificial intelligence (AI) and big data, the role of higher education has become even more critical. Drawing on successful models from the United States, Germany, Israel, South Korea, Singapore, and China, the article clarifies the functional pillars of higher education in shaping modern knowledge-based economies. Based on this analysis, the study proposes several breakthrough policy recommendations for Vietnam to maximize the potential of its universities, especially in the implementation of the Politburo’s Resolutions No. 57-NQ/TW and No. 71-NQ/TW.

Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.
