Globalization and the Challenges for Establishing System of Spiritual Values of Vietnam
In the context of globalization, the system of spiritual values of Vietnam has undergone a dramatic transformation in the interweavement of old and new, domestic and foreign, universal and special, popular and unique, existing and thriving values. In addition to the opportunities, globalization poses challenges for selecting and constructing the system of spiritual values for Vietnam. The author discusses the solutions for these challenges such as positioning the value system of Vietnam in the current context; forecasting the changes in spiritual phenomena under the influence of globalization; promptly and actively construct the value system by inheriting and modernizing the traditional table of values, integrating international values, which are suitable for the development of the country.

Abstract: Hồ Chí Minh’s thought on mass mobilization, an integral part of his overall ideology, is not only a theoretical foundation but also a guiding principle for the Communist Party of Vietnam’s mass mobilization work throughout the revolutionary stages over the past 95 years. This has resulted in remarkable achievements and built a glorious tradition. Entering the new era, amid the profound impacts of the Fourth Industrial Revolution and globalization, along with major transformations in the economic, cultural, and social spheres, thoroughly understanding and creatively applying Hồ Chí Minh’s thought, while continuing to innovate and improve the quality and effectiveness of the Party’s mass mobilization work, holds special significance. It contributes to strengthening the close relationship between the Party and the people, advancing national renewal, and realizing the goal of a prosperous and happy nation.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Abstract: At present, hostile forces are aggressively implementing the strategy of "peaceful evolution" with increasing intensity and urgency. Democracy and human rights are being used as pretexts to incite disorder, disrupt stability, and undermine political and social security, while also attempting to divide national unity. Their ultimate goal is to destabilize the political system, weaken, and eventually overthrow the leadership of the Communist Party, thereby eliminating the socialist regime in Vietnam.
