02438348033 Issues of implementing public service ethics of Vietnamese civil servants today
Abstract: “Public service ethics” is the typical expression of social ethics in activities of state civil servants. It is a set of valuable standards recognized by society that have become rules to adjust the way of thinking and acting in accordance with the social development requirements. At the same time, they can rectify the negative way of thinking and actions in the performance of public service duties. Currently, in the process of building and perfecting the law-governed Socialist State in Vietnam to actualize the objectives of civil service reform, service ethics are considered the central content that needs special attention in order to strengthen the people’s confidence in the regime and adapt to the new situations.

Abstract: Hồ Chí Minh’s thought on mass mobilization, an integral part of his overall ideology, is not only a theoretical foundation but also a guiding principle for the Communist Party of Vietnam’s mass mobilization work throughout the revolutionary stages over the past 95 years. This has resulted in remarkable achievements and built a glorious tradition. Entering the new era, amid the profound impacts of the Fourth Industrial Revolution and globalization, along with major transformations in the economic, cultural, and social spheres, thoroughly understanding and creatively applying Hồ Chí Minh’s thought, while continuing to innovate and improve the quality and effectiveness of the Party’s mass mobilization work, holds special significance. It contributes to strengthening the close relationship between the Party and the people, advancing national renewal, and realizing the goal of a prosperous and happy nation.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.
