Mechanism for the Party to Lead the National Assembly – Theoretical Issues
The Party’s leadership to the National Assembly is a fundamental issue, which is regulated in the 2013 Constitution. The Party’s leadership to the National Assembly is the prerequisite condition and assurance for the National Assembly to continue the renovation and development. In the current context, the need to innovate the organization and enhance the quality of the National Assembly’s activities requires the adjustment of the Party’s leadership. The mechanism for the Party to lead the National Assembly needs to consider its unique characteristics, compared to other state organizations. The article analyses the theoretical issues about the content of the Party’s leadership to the National Assembly as the highest state authority and the mechanism for leading the National Assembly in implementing functions of deciding important matters of the country, supervising and developing laws.
