02438348033 National essence - Influencing factor on the development of Vietnam’s traditional political institutions
The birth of the state is often considered the mark for the beginning of civilization of each nation. Historical reality shows that in any country in the world, state only appears when the society develops to the point of class stratification. The birth of the state is closely related to the class society so the state bears in it the essence of the class. Vietnam is not an exception to the popular rules of humankind history and the class essence of the state is a common principle. However, it would be a mistake to take the common principle in place of the specific research. For the history of Vietnam - the history of a special country and nation, national essence has always been a prominent feature and an influencing factor on the Vietnam’s traditional political institutions. In this article, the author aimed to clarify this issue.

Understanding the role of AI in user behavior analytics and content personalization: concepts, benefits and ethical considerations
Content personalization is a deciding factor that shapes modern communication on digital platforms. Organizations, particularly companies, are investing increasingly on leveraging AI in communication activities to engage with and retain users. This article investigates how AI is used to monitor, analyze and ultilize user behavior data to enhance personalized content experiences in digital environments. Research results show that in addition to the benefits that AI brings such as enhancing user experience and marketing communication effectiveness for organizations, the application of AI in content personalization also takes its toll on privacy, the "filter bubble" phenomenon, and ethical issues related to transparency and fairness. To ensure trust and sustainable development, the article emphasizes the responsible and transparent use of AI as well as maintaining compliance with data protection laws.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.
