02438348033 On Educating and Training of Core Cadres to Protect the Party’s Ideological Foundation and Combat Wrong, Hostile Views on Social Media in Vietnam
President Ho Chi Minh once said “Personnel is the root of all work. Therefore, training personnel is the root work of the Party”. It is important to educate and train the core cadres in order to defend the Party’s ideological foundation and combat the wrong, hostile views on social media. This article discusses the identification of the core cadres, challenges in resources for defending Party’s ideological foundation and combating wrong, hostile views on social media, identifies the difficulties and proposes some solutions to innovate the education and training of key personnel in the current period.

The Influence of social media product advertising on the purchasing behavior of high school students in Hanoi
In the era of digital technology, social media has become an indispensable part of young people’s daily lives, including high school students in Hanoi. Platforms such as Facebook, TikTok, Instagram, and YouTube serve not only as spaces for entertainment, learning, and communication but also as highly convenient channels for accessing products and retail services. These platforms have been directly influencing this group’s perceptions, attitudes, and consumer behaviors. This paper examines the degree and manner of social-media advertising’s impact on the purchasing behavior of high-school students in Hanoi. Based on the findings, several recommendations are proposed for both students and advertisers to help promote smarter and more informed shopping experiences among this target group.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.
