02438348033 Philosophical Matters Emerging from the Fourth Industrial Revolution and Vietnam’s Solutions
The fourth industrial revolution has given the rise to new philosophical matters, which need to be solved such as the changing concept of the role and position of human beings or the possible replacement of human beings by robots. If the robots replace human beings, where will the replacement be? The current production is much different from what it was in the past, for example, talent and creativity have become more important even than capital. The fourth industrial revolution has made fundamental change to the lifestyle, working habit and the relationship between human beings and human beings, between human beings and assets. It has even transformed the governance strategy of governments, creating the unconventional security strategy and brought about radical changes in biological and medical sectors, etc. It has also added new notions to the concept of “productive force” and “industrial relationships” by K. Marx.

Understanding the role of AI in user behavior analytics and content personalization: concepts, benefits and ethical considerations
Content personalization is a deciding factor that shapes modern communication on digital platforms. Organizations, particularly companies, are investing increasingly on leveraging AI in communication activities to engage with and retain users. This article investigates how AI is used to monitor, analyze and ultilize user behavior data to enhance personalized content experiences in digital environments. Research results show that in addition to the benefits that AI brings such as enhancing user experience and marketing communication effectiveness for organizations, the application of AI in content personalization also takes its toll on privacy, the "filter bubble" phenomenon, and ethical issues related to transparency and fairness. To ensure trust and sustainable development, the article emphasizes the responsible and transparent use of AI as well as maintaining compliance with data protection laws.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Their ultimate goal is to destabilize the political system, weaken, and eventually overthrow the leadership of the Communist Party, thereby eliminating the socialist regime in Vietnam.
