02438348033 Scientific, revolutionary and humane essence of Marx’ and Lenin’s philosophy
Marx’ and Lenin’s philosophy was founded by K. Marx and F. Engels and further developed and applied by Lenin into reality, opening a new era of transitioning from capitalism into socialism in the world. Currently, taking advantage of the collapse of the socialist model in Soviet Union and some eastern European countries, several hostile forces claim to eradicate Marxism and Leninism, which is considered the ideology of the working class and the ideological foundation of the Communist Party in Vietnam. This article clarified the everlasting value of Marx’ and Lenin’s philosophy, which is the convergence of scientific, revolutionary and humane essence and by doing so contributing to the protection of the Party’s ideological foundation and combating wrong, hostile views.

Current situation and solutions for digital transformation in journalism and communication training institutions in Vietnam
Abstract: It can be affirmed that digital transformation is an inevitable trend in higher education. It not only helps optimize management, reform teaching processes and methods, and enhance the digital competencies of both instructors and learners, but also responds to the evolving needs of students and society. For journalism and communication training institutions in particular, promoting digital transformation must be intensified both in breadth and depth. This article discusses the current state and proposes solutions for digital transformation at journalism and communication higher education institutions in Vietnam, thereby providing an overview of the digital transformation landscape in this field.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Democracy and human rights are being used as pretexts to incite disorder, disrupt stability, and undermine political and social security, while also attempting to divide national unity. Their ultimate goal is to destabilize the political system, weaken, and eventually overthrow the leadership of the Communist Party, thereby eliminating the socialist regime in Vietnam.
