Some Issues on the Science and Education in Locality
Science and education is the task of the whole Party, especially the Party committees in nurturing, educating, training and promoting human factor. The science and education in locality has witnessed several shortcomings both in organization and personnel. The content and method need to be identified and specified so that science and education can play their breakthrough role in eradicating poverty, stagnation and promoting economic development in line with social progress, pushing the country in the rapid and sustainable development of socialism.

The cause of building and defending the socialist Fatherland has always faced the threat of “peaceful evolution” in ideology - a strategy carried out by hostile forces to undermine the theoretical foundation and leadership role of the Communist Party of Vietnam. The deeper objective is to incite “self-evolution” and “self-transformation” within the Party and society. Therefore, the political steadfastness and the ability of cadres and Party members to “self- protect” are vital to the revolutionary cause. This article focuses on identifying the manifestations of ideological “peaceful evolution” in the current period, while clarifying the role and proposing solutions for cadres and Party members to proactively strengthen their “self-protection”, thereby safeguarding the ideological front against new plots and malicious tactics.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Democracy and human rights are being used as pretexts to incite disorder, disrupt stability, and undermine political and social security, while also attempting to divide national unity. Their ultimate goal is to destabilize the political system, weaken, and eventually overthrow the leadership of the Communist Party, thereby eliminating the socialist regime in Vietnam.
