The art of advocacy, diplomatic struggle and strategic offensive in Tet Mau Than 1968
The general offensive and uprising during Tet Mau Than 1968 of Vietnamese soldiers and people caused huge loss to the US. It delt a decisive blow to American will of invasion after years of pursuing the war in Vietnam, forcing the US to “de-escalate”, reconsider their strategy and gradually withdraw their troops from Vietnam. The advocacy and diplomatic struggle before and after the Tet Mau Than 1968 event made important contribution to the achievements of Tet Mau Than general offensive and build on them during the resistance war, forcing the US to engage in “fighting-negotiating” efforts.

They target grassroots areas, especially in remote and isolated areas where many ethnic minorities live, especially in Central Highlands. Therefore, in order to fight against the plots of hostile forces, ethnic minorities must know how to identify them and analyze distorted claims. To do so, they need good political awareness. They must be educated, trained to raise political awareness, sharpen their awareness and ideology so as to create immunity against the plots of hostile forces, contributing to political stability and social stability.

Cost benefit analysis uses economic arguments to explain why one policy option is better than another. The article contributes to clarifying the contents related to the characteristics, roles, processes, advantages and disadvantages of this method in the field of policy analysis.
