Abstract: It can be said that the book "Resolutely and persistently fighting against corruption and negativity, contributing to building an increasingly pure and strong Party and State" by General Secretary Nguyen Phu Trong is the handbook on the fight against corruption and negativity in Vietnam today. Its content equips readers with a comprehensive knowledge of the Party's viewpoints, policies, leadership and direction in the fight against corruption and negativity as well as the achievements and lessons from practice. Thereby, each cadre and party member will be aware of their own behavior so that they can self-examine and correct themselves.

Abstract: To successfully accomplish the task of “firmly defending the Party’s ideological foundation and effectively countering wrongful and hostile viewpoints,” a comprehensive system of solutions is required, of which a particularly crucial one is promoting the strength of the people. This article focuses on analyzing the role and immense power of the people- the decisive factor in the victory of every revolution, including today’s endeavor to defend the Party’s ideological foundation. It also examines the new historical context and the demands it places on defending the Party’s ideological foundation, thereby proposing solutions to further promote the people’s role and strength in the new situation.

Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.
