The Importance of Studying Marxism and Leninism to the Enrichment of Revolutionary Ethics by the Officials and Party Members through Ho Chi Minh’s Manuscript “Revolutionary Ethics”
There are about 50 writings and publication about ethical issues in the invaluable legacy that President Ho Chi Minh left for the Party and the people. Many of those remain relevant and valuable in the current time with the “Revolutionary Ethics” as the brilliant one. The manuscript was written by President Ho Chi Minh in 1958 under the penname Tran Luc and published in the Hoc tap Magazine issue 12 (now the Communist Review). The 4.600-word manuscript summarized the main characteristics and contents of revolutionary ethics and its opposite of individualism and the solutions to enrich revolutionary ethics, prevent individualism, liberate and lead the country in the path of socialism. Through “Revolutionary Ethics”, President Ho Chi Minh emphasized the importance of studying Marxism and Leninism in enriching and enhancing the revolutionary ethics of the officials and party members.

Abstract: The rapid development of digital technology has fundamentally transformed the modern communication environment, particularly on social media platforms. In this context, visual storytelling has emerged as a prominent communication trend, combining creative content with visual technologies to enhance the effectiveness of information delivery. More than simply using illustrative images, visual storytelling constructs a logical and emotional narrative flow that is easy to engage with through forms such as short videos, infographics, GIFs, motion graphics, and interactive image formats. This article analyzes the role and characteristics of visual storytelling in social media communication campaigns and identifies several emerging trends. On this basis, it proposes solutions for applying this storytelling approach in a creative, effective, and contextually relevant manner within modern communication practices.

Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.
