The Value of Ho Chi Minh’s Thought on National Independence Connected to Socialism in the Current Context
Ho Chi Minh’s thought on national independence connected to socialism originated from the creative application of Marxism and Leninism into the process of leading Viet Nam revolution. His thought is not only an invaluable spiritual asset of our country but also an important contribution to the treasure of revolutionary theory of the world. As a great Marxist of Viet Nam revolution, Ho Chi Minh spread Marxism and Leninism in the country, awakening the people to fight against imperialism and join the national liberation revolution under the leadership of the Communist Party and identified the strategic direction for Viet Nam revolution: National independence connected to socialism. Ho Chi Minh’s views on national independence and socialism provided important hints for the Party and people in the current cause of renovation for wealthy people, strong country, democratic, equal and civilized society.

This triumph was the result of the Vietnamese people’s resilient, courageous, and determined struggle under the wise leadership of the Communist Party and President Hồ Chí Minh. The Revolution’s success is directly associated with President Hồ Chí Minh’s tremendous contributions from finding the revolutionary path, guiding the people, and organizing revolutionary forces, to seizing the right moment for the general uprising to win power and founding the Democratic Republic of Vietnam.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.
