Government communication in times of crisis: nature, functions, and recommendations for enhancing effectiveness
Abstract: As an official form of communication, government communication plays a particularly vital role during crises. Beyond the function of providing accurate, timely, and comprehensive information, it also serves to prevent and counter misinformation, maintain social stability, and strengthen public trust in the government. Enhancing the effectiveness of government communication not only ensures citizens’ right to information but also reaffirms the legitimacy of the political system. In the context of the current information explosion and the increasingly complex and unpredictable developments in political, economic, and social life, government communication must be proactive, transparent, and consistent.
A theoretical framework to Vietnam's paradiplomacy making and implementation
A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.
Irreversible truth about democracy and human rights in Vietnam
Irreversible truth about democracy and human rights in Vietnam
Abstract: At present, hostile forces are aggressively implementing the strategy of "peaceful evolution" with increasing intensity and urgency. Democracy and human rights are being used as pretexts to incite disorder, disrupt stability, and undermine political and social security, while also attempting to divide national unity. Their ultimate goal is to destabilize the political system, weaken, and eventually overthrow the leadership of the Communist Party, thereby eliminating the socialist regime in Vietnam.

The cultural and artistic guidelines of the Communist Party of Viet Nam in the movements of the people's democratic revolutionary era
The expansion of the mass movement in all social movements under the leadership of the proletarian party is the most notable historical feature of the people's democratic revolutionary era. The birth and development of a new culture and art in Viet Nam during the people's democratic revolution was associated with the fight for national independence and reunification. Recognizing the Party's leadership role in the process of building a new culture and art during progressive revolutionary resistance wars has created conditions for the harmonious development of the people's culture and art.
