Personnel has always been a strategic and decisive issue in the revolutionary cause in general and in the Party development in particular. After over 30 years of renovation, the Party and the State have educated and trained the committed, ethically and professionally qualified personnel to assume the revolutionary tasks entrusted by the people. However, the decline of political ideology and the degrade of lifestyle of an increasing number of Party members and cadres have been a real concern, hindering the implementation of Party’s directions and policies and decreasing the trust of the people. It is therefore practically and theoretically essential to apply the resolution of the 8th plenum of the Party Central Committee 12th tenure.

Abstract: Cultural tourism cooperation plays a vital role in the process of building the ASEAN Community, generating not only economic value but also enhancing regional identity and unity. This study analyzes the current state of international and domestic legal frameworks, notably the ASEAN Tourism Strategic Plan 2016–2025, the ASEAN Comprehensive Investment Agreement (ACIA), and Vietnam’s Law on Tourism 2017. The study indicates that, although Vietnam has made significant progress in domesticating international commitments and consolidating intersectoral coordination mechanisms through the National Steering Committee for Tourism, a number of obstacles remain, including regulatory overlap, challenges in heritage conservation, and issues concerning community intellectual property rights. Drawing on lessons from neighboring countries such as Thailand and Indonesia’s tourism ecosystem governance model, as well as Singapore’s experience, the article proposes several groups of solutions related to the development of a “framework law,” the digitalization of intersectoral data, and the reform of implementation mechanisms. These recommendations are intended to position Vietnam as an attractive cultural destination and to contribute to the successful realization of the ASEAN Community Vision.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.
