V.I. Lenin’s view on economic law is one of the core contents in Marxism and Leninism, which discuss the relationship between economics and politics. It was founded by summarizing the diversified experiences from the period of implementing economic policies during war time after the victory of October Revolution to the period of starting the new economic policies. With the idea about the importance of the law in economics at its core, V.I. Lenin’s view on economic law is the outcome from the process of fixing the shortcomings in the superficial understanding about the role of politics. The historical reality of socialism construction proves the revolutionary and scientific value of Lenin’s view on economic law. His idea becomes the guideline for understanding and building socialism in general and in Viet Nam particularly.

Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Abstract: At present, hostile forces are aggressively implementing the strategy of "peaceful evolution" with increasing intensity and urgency. Democracy and human rights are being used as pretexts to incite disorder, disrupt stability, and undermine political and social security, while also attempting to divide national unity.
