02438348033 “Seasonal Mentality” - Characteristics, Causes and Solutions
At the conference to communicate the Resolution of Party Central Committee the 3rd plenum of 11th tenure on 10 October 2011, Secretary General Nguyen Phu Trong mentioned “seasonal mentality” as a disease and evil, which must be controlled. The Central Conference 4th plenum of 12th tenure in October 2016 identified “seasonal mentality” as a sign of political and ethical decline among a group of officials and party members. To implement the resolution of the Central Committee the 4th Plenum, it is therefore important to identify the characteristics and causes of “seasonal mentality” in order and to prevent and find the solutions for “seasonal mentality”.
