Factors affecting Vietnam-Israel relations - approach from international relations theory
Abstract: On the basis of analyzing major theoretical schools on international relations including Realism, Liberalism and Constructivism, the author has identified 3 levels of analyzing factors: individual, nation and system. The research reveals that Vietnam-Israel relations are influenced by those factors at different levels. While the relations are not much impacted by individuals, they can be affected at national levels with such factors as domestic situation, national identity, two sides’ needs and historical factors. Strongly-affecting factors of Vietnam-Israel relations at system level include multi-polarity, methods of gathering forces, strategic competition among major powers, globalization, scientific and technological revolution, global and security issues.

A theoretical framework to Vietnam's paradiplomacy making and implementation
Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Abstract: In 1986, Vietnam embarked on a process of Doi Moi (national renewal), starting with a renewal of mindset, gradually extending to other areas of social life including diplomacy. Over the past 40 years, from the initial challenging steps, under the influence of many factors, particularly the international context, new perspectives and thoughts on diplomacy, especially multilateral diplomacy, have gradually formed, developed, and proven their legitimacy, wisdom, and practicality.
