Role of higher education institutions in national innovation – international experiences and policy implications for Vietnam
Abstract: This article analyzes the pivotal role of higher education institutions within the national innovation ecosystem. Modern universities are no longer confined to traditional teaching roles, but also serve as nuclei for knowledge creation, technology transfer, and the promotion of entrepreneurship and innovation. In the context of the Fourth Industrial Revolution, particularly with the rise of artificial intelligence (AI) and big data, the role of higher education has become even more critical. Drawing on successful models from the United States, Germany, Israel, South Korea, Singapore, and China, the article clarifies the functional pillars of higher education in shaping modern knowledge-based economies. Based on this analysis, the study proposes several breakthrough policy recommendations for Vietnam to maximize the potential of its universities, especially in the implementation of the Politburo’s Resolutions No. 57-NQ/TW and No. 71-NQ/TW.

Abstract: Vietnam and Azerbaijan have a longstanding diplomatic relationship that has been carefully cultivated and nurtured for over half a century. The Republic of Azerbaijan and the Socialist Republic of Vietnam officially established diplomatic relations in September 1992. Despite their geographical distance, the people of Vietnam and Azerbaijan have always held special sentiments for each other, overcoming countless historical challenges and the passage of time to forge a deep-rooted friendship between the two nations today. To achieve this, we cannot overlook the role of Heydar Aliyev, former President of Azerbaijan, who laid the foundation for this friendship. Heydar Aliyev was a powerful leader and statesman, credited with shaping Azerbaijan's modern history and becoming a true legend in his era. Heydar Aliyev's contributions to the Vietnam - Azerbaijan relationship remain valuable and promising for the future.

Global and regional context influencing Vietnam's mindset of multilateral diplomacy during international integration period
Abstract: In 1986, Vietnam embarked on a process of Doi Moi (national renewal), starting with a renewal of mindset, gradually extending to other areas of social life including diplomacy. Over the past 40 years, from the initial challenging steps, under the influence of many factors, particularly the international context, new perspectives and thoughts on diplomacy, especially multilateral diplomacy, have gradually formed, developed, and proven their legitimacy, wisdom, and practicality.
