Inheriting Ho Chi Minh's revolutionary journalism ideology, contributing to building the ethics and culture of the Party.

Abstract: President Ho Chi Minh laid the foundation for Vietnam's revolutionary journalism, considering it an essential part of the revolutionary cause throughout his revolutionary activities. He repeatedly emphasized that the press was a sharp weapon in the struggle for national independence and in building a new life for the people. Inheriting and developing Ho Chi Minh's ideology regarding the role of revolutionary journalism, Resolution 13 of the Party has determined: "Building a professional, humane, and modern press and media" (1). At the same time, our Party always emphasizes the research, supplementation, and perfection of revolutionary ethical values in the spirit that "Our Party is ethical and civilized". In the current period of deepening international integration, it is increasingly practical to research Ho Chi Minh's ideology regarding the role of Vietnam's revolutionary press to promote the cultural and revolutionary ethical nature of the Vietnamese press thereby contributing to enhancing the ethics and culture of the Party.

Abstract: Hồ Chí Minh’s ideological legacy contains profound insights into the law and the vital role of the people in both the formulation and implementation of legal systems. These ideas were not only expressed through his writings but also effectively applied in his leadership and governance practices. Therefore, studying and applying Hồ Chí Minh’s thought on this matter is of great significance to the ongoing construction of a socialist rule-of-law state “of the people, by the people, and for the people” in Vietnam today.

Abstract: Paradiplomacy, or subnational diplomacy, has become an increasingly significant dimension of international relations in the context of globalization and decentralization. In Vietnam, local diplomacy plays a vital role in the realization of the country’s foreign policy objectives, particularly in linking security, development, and international position. This article develops a theoretical framework for understanding how Vietnam formulates and implements paradiplomatic policies. It adopts a policy analysis approach based on the “ends–means–ways” and linear model, adapted to the Vietnamese political-administrative context. The framework emphasizes both vertical coordination (top-down guidance from the central level) and horizontal interaction (bottom-up initiatives from provinces and cities), reflecting the hybrid nature of Vietnam’s paradiplomacy as both a delegated and an autonomous practice within the unified foreign policy system.

Abstract: At present, hostile forces are aggressively implementing the strategy of "peaceful evolution" with increasing intensity and urgency. Democracy and human rights are being used as pretexts to incite disorder, disrupt stability, and undermine political and social security, while also attempting to divide national unity.
