President Ho Chi Minh once said, the Party is the living political body with the party members as the cell and the Party is strong because each party unit and member are strong. The party is the assembly of many individual members and the title of the party member is closely linked to the individual. The party is strong because of its good party units and the party unit is strong because of its good members. Therefore, it is essential to educate, train and enhance the quality of party members in order to develop the Party.
