The Transformation in the Role of State Governance in University Autonomy
In the world, autonomy is the central factor in university governance, which gradually moves from state centralization to state supervision. In the light of public management, the process of public university autonomy in our country is the socialization of education, in which the State delegates the provision of educational services to the universities while maintaining the role of macro regulator and protector. This is the process of solving the interest among these actors: State – University – Learners – Society. The State will move from examining the “input” to supervising the “output” and maintain the principle of educational autonomy as a strategic tool for identifying priorities and developing education.

Role of higher education institutions in national innovation – international experiences and policy implications for Vietnam
Abstract: This article analyzes the pivotal role of higher education institutions within the national innovation ecosystem. Modern universities are no longer confined to traditional teaching roles, but also serve as nuclei for knowledge creation, technology transfer, and the promotion of entrepreneurship and innovation. In the context of the Fourth Industrial Revolution, particularly with the rise of artificial intelligence (AI) and big data, the role of higher education has become even more critical. Drawing on successful models from the United States, Germany, Israel, South Korea, Singapore, and China, the article clarifies the functional pillars of higher education in shaping modern knowledge-based economies. Based on this analysis, the study proposes several breakthrough policy recommendations for Vietnam to maximize the potential of its universities, especially in the implementation of the Politburo’s Resolutions No. 57-NQ/TW and No. 71-NQ/TW.

Communist Review - Responding to the COVID-19 pandemic, with the viewpoint of implementing "a dual task": ensuring safety for people's lives and health as well as maintaining production and business and ensuring social security, minimizing damage; a number of solutions to prevent and control the pandemic and remove difficulties in production and business have been implemented drastically and synchronously by both the political system and the Vietnamese people. The results achieved in the first 6 months of 2020 are clear and positive; however, in the context of extremely complicated disease development, people and businesses still face many difficulties; obviously, we still have a lot to do. As the head of the Government, I would like to share and hope that we together are determined to take advantage of the opportunities, overcome difficulties and challenges to achieve the best results this year and years to come.
