Abstract: Cultural tourism cooperation plays a vital role in the process of building the ASEAN Community, generating not only economic value but also enhancing regional identity and unity. This study analyzes the current state of international and domestic legal frameworks, notably the ASEAN Tourism Strategic Plan 2016–2025, the ASEAN Comprehensive Investment Agreement (ACIA), and Vietnam’s Law on Tourism 2017. The study indicates that, although Vietnam has made significant progress in domesticating international commitments and consolidating intersectoral coordination mechanisms through the National Steering Committee for Tourism, a number of obstacles remain, including regulatory overlap, challenges in heritage conservation, and issues concerning community intellectual property rights. Drawing on lessons from neighboring countries such as Thailand and Indonesia’s tourism ecosystem governance model, as well as Singapore’s experience, the article proposes several groups of solutions related to the development of a “framework law,” the digitalization of intersectoral data, and the reform of implementation mechanisms. These recommendations are intended to position Vietnam as an attractive cultural destination and to contribute to the successful realization of the ASEAN Community Vision.

Abstract: To successfully accomplish the task of “firmly defending the Party’s ideological foundation and effectively countering wrongful and hostile viewpoints,” a comprehensive system of solutions is required, of which a particularly crucial one is promoting the strength of the people. This article focuses on analyzing the role and immense power of the people- the decisive factor in the victory of every revolution, including today’s endeavor to defend the Party’s ideological foundation. It also examines the new historical context and the demands it places on defending the Party’s ideological foundation, thereby proposing solutions to further promote the people’s role and strength in the new situation.

Since its inception, communication work has always held a particularly important position and role in the Party's activities, bearing the mission of construction and protection of the Party. In each revolutionary period, the contingent of cadres engaged in communication have played important roles, contributing to historically significant and meaningful achievements in the construction and defense of the Fatherland especially in the present context when our country is facing numerous difficulties and challenges, including the threat posed by the “peaceful evolution” schemes of reactionary and hostile forces both domestically and internationally. This situation requires our communication staff to elevate their professional competence and expertise to meeting the demands of their tasks under new circumstances.

Abstract: Recently, hostile forces and political opportunists have taken advantage of some cases related to corruption as well as moral and political degradation among officials, party members. They describe these cases as common phenomena, or as the nature of the cadres in our Party and State. They argue that the real essence of the fight against corruption and degradation is a “political purge”. Therefore, identifying and combating wrong and hostile views on this issue is of great significance in protecting the Party's ideological foundation in the current period.
