Abstract: The 13th National Congress of the Communist Party of Vietnam has set out the 10-year socio-economic development strategy for the period from 2021 to 2030. To successfully implement the strategy, it is necessary to be aware of and understand the opportunities and advantages, challenges and difficulties of the global and regional situation.
